PICK SEA: gate PRV|NXT on .fyi-open like sig + fan

stale "always visible" override in .sea-stat-block was leftover from before
the FYI panel became toggle-able. sea.js already adds/removes .fyi-open
on _openInfo/_closeInfo, so SCSS-only fix.
